Dutch rent allowance (huurtoeslag) application guide 2026
Are you eligible for huurtoeslag? Conditions, amounts, common mistakes, and a step-by-step application guide for renters in the Netherlands.
Rent allowance can save you hundreds of euros per month. Yet many tenants do not apply, often because they do not know they qualify or assume it is too complicated. In reality the application is straightforward and can substantially reduce your monthly costs.
What is huurtoeslag?
Huurtoeslag is a government contribution to your rental costs. It is intended for tenants with a low income. The allowance is paid monthly by the Belastingdienst/Toeslagen (the Dutch tax office's allowance department) and arrives in your bank account around the 20th of each month, for the following month.
It is not a loan and not taxable. It is a real subsidy designed to keep low-rent housing affordable.
Eligibility conditions
To qualify for huurtoeslag you must meet ALL of the following:
1. You are 18 or older
Under 18 you cannot get rent allowance, regardless of your situation.
2. You have a rental contract in your own name
The contract must be in your name as tenant. If you are subletting and the contract is in someone else's name, you cannot apply directly. For a hospita rental, the contract is in your name, qualifies.
3. You are registered at the rental address (BRP)
This is critical for international students. You must be registered in the Personal Records Database (BRP) at the address you are renting. Without BRP registration you cannot apply, even if all other conditions are met.
4. Your rent is below the cap
For 2026, your basic rent (kale huur, excluding service charges) must be below approximately €888 per month for self-contained homes. For rooms (kamers) without an independent kitchen and bathroom, special rules apply, most "kamer" arrangements do not qualify for huurtoeslag.
This is the biggest catch for room renters: huurtoeslag generally requires you to rent a self-contained unit (zelfstandige woning). A typical room in a shared house with shared kitchen does not qualify.
5. Your income is low enough
The income cap depends on whether you are a single person, a couple, or have a "toeslagpartner" (allowance partner). Indicative 2026 income limits:
- Single, under 23: approx €23,000-€24,000 annually
- Single, 23+: approx €34,500 annually
- Couple/partner: approx €45,500 annually combined

6. Your assets are below the cap
Total assets (savings, investments, second home) must be under approximately €37,395 (2026, single) or double for partners. Most students and starters easily meet this.
7. You have a Dutch nationality or valid residence permit
EU/EEA citizens qualify. Non-EU residents need a valid residence permit (verblijfsvergunning) covering the period of the allowance.
How much can you actually receive?
The allowance scales based on income, rent, household composition and age. Indicative 2026 amounts:
- Single, age 23+, rent €700, income €25,000: approx €280 per month
- Single, age 22, rent €600, income €15,000: approx €230 per month
- Couple, rent €850, joint income €40,000: approx €170 per month

Why room renters often do NOT qualify
The Achilles heel: huurtoeslag was designed for self-contained homes. To qualify, your rental must be a "zelfstandige woning", meaning your own kitchen, bathroom, and entrance.
Most rooms in shared houses do not meet this. So unfortunately the typical kamer renter cannot apply for huurtoeslag. Two notable exceptions:
- Onzelfstandige huur with HAT-eligibility. Some older shared houses are designated for huurtoeslag despite shared facilities. Always check with the landlord whether your specific room is eligible.
- Studio apartments rented as a kamer. A small studio with own kitchen + bathroom may qualify even if marketed as a "kamer".
For most students renting a room in Amsterdam, this means huurtoeslag is unfortunately not available. A hospita rental typically also does not qualify because the kitchen is shared with the hospita.
How to apply step by step
The application is online via the Belastingdienst portal:
Get DigiD. You need DigiD to log in to government portals. If you do not have one, apply at digid.nl. International students can request DigiD with their BSN, activation code arrives by post in 5-10 days.
Log in at mijn.toeslagen.nl. Choose "Aanvragen" and select "Huurtoeslag".
Fill in your details. The system asks for:
- Your address and rental contract details
- Estimated annual income (your own and partner's, if applicable)
- Asset value
- Household composition
Submit. You receive a confirmation. The first payment usually arrives in 5-8 weeks, including back-payment for the months you waited.
You can apply with retroactive effect, up to the start of the current calendar year and sometimes the previous one. Do not skip applying just because the year is well underway.
Common mistakes
- Estimating income wrong. If your actual income exceeds your estimate, you have to repay the excess allowance. If income is lower, you receive a top-up. Better to estimate slightly conservatively (i.e., higher) than to be hit with a repayment in summer.
- Not adjusting after a change. Got a raise? Moved? New partner? Update your details immediately at mijn.toeslagen.nl. Failing to update can lead to repayment claims and even fines.
- Forgetting the asset cap. A €40,000 inheritance kicks you out of the allowance. Plan for this.
- Paying rent above cap and assuming "close enough". If your rent is €900, you do not get partial allowance, you get nothing. Negotiate a lower rent if you are right at the limit.
- Not registering BRP at the rental address. Without BRP at the rental address, the application is rejected. Make sure your BRP and contract address match.
What to do if your application is rejected
Common reasons for rejection:
- Rent above the cap
- Income above the cap
- Not registered at the rental address
- Not a self-contained unit (the most common rejection for room renters)
If you disagree with the rejection, you can submit a "bezwaar" (objection) within 6 weeks. State why the rejection is wrong and submit supporting documents (rental contract, BRP extract, income statement). Het Juridisch Loket gives free advice on objections.
Combining huurtoeslag with other allowances
If you qualify for huurtoeslag, you may also qualify for:
- Zorgtoeslag, health insurance allowance for low incomes
- Kindgebonden budget, child-related allowance
- Inkomensondersteuning, top-up for very low incomes
The Belastingdienst site has a single check that runs all toeslagen at once. Run it, many people miss out on €200-€500 per month of combined allowances they were entitled to.
Frequently asked questions
Can international students get huurtoeslag?
Yes, if you are 18+, have BRP registration at your rental address, have a valid residence permit (or EU citizenship), and your contract + income meet the conditions. The most common blocker is renting a non-self-contained room.
Does huurtoeslag count as income for tax purposes?
No, huurtoeslag is tax-free. You do not pay tax on it and it does not count towards your income tax bracket.
What happens to my huurtoeslag if I move?
Update your address at mijn.toeslagen.nl on or before your move date. Your allowance is recalculated based on the new rent and address. Failing to update can lead to repayments.
Can I get huurtoeslag for a hospita room?
Usually no. Hospita rentals share a kitchen with the landlord, which means the room is not self-contained. Some hospita arrangements with their own kitchen+bathroom may qualify, check with the landlord.
How long does the first payment take?
Typically 5-8 weeks after applying. The first payment includes back-payment for the months you waited, so you do not lose the months between application and approval.
What if I apply too late and the year is half over?
You can apply retroactively up to the start of the current calendar year, and sometimes the previous one. Do not skip applying because of "I should have done this in January", apply now.
